When new construction windows are installed, the installers remove everything existing, including, the plaster, moisture barrier underneath. This gives the contractor the opportunity to check the frame and ensure proper waterproofing by installing a new construction window with new moist stop flap, new moisture barrier, new stucco wire and metal lathe, plaster and new stucco color coat and texture.
